Compare the town with the wider region

Sadda is a starting place for understanding Lower Kurram. Its 2015 structure plan treats the town as a service centre whose connections matter to a wider population. Read that document as a dated planning account, alongside the census’s separately labelled administrative and town-locality tables. Original structure plan; PBS town table.
A town and its catchment
A town can be used by people living beyond its urban boundary. Markets, education, public services and transport connect a centre with surrounding settlements. That wider catchment is important to planning, but it is not automatically the same as a census boundary.
What the 2015 plan set out to do
The structure plan explains a framework for urban infrastructure, including the ability to operate and maintain facilities after construction. Its early project discussion identifies readiness and implementation capacity alongside the need for a service. These are planning priorities recorded in September 2015, not a current completion list. PDF pp. 22–24.
Questions to ask of a newer service claim
- Which exact town or administrative area does the claim concern?
- What year was the information observed, rather than merely republished?
- Does the source describe an idea, a funded scheme, a completed facility or a functioning service?
- Who currently provides and maintains it?
These questions help turn a place name into useful local knowledge. They also keep a historical record from being mistaken for present-day access or availability.
